I did a test on January 22, 2021 with the RTSP Streaming Plug-in and the Google Pixel 2 as a mobile hotspot.

Maybe your current challenge is to set up Client Mode Wi-Fi?

works from my mobile phone, Android Pixel 2. My mobile phone is a hotspot router. I’m not using my mobile phone to view the stream.
